[Mapserver-users] compilation (new user)

I'm trying to compile mapserver 3.6.4 with MapServer Win32 Compilation and
Installation HOWTO

 but when I try to compile it shows me this error message:

mapproject.h(15):fatal error C1083: Cannot open include file: 'projects.h':
no NMAKE : fatal error U1077: 'cl' :return code '0x2'
stop

 I look for proj.lib path, and it was like instructions (correct)
any ideas!!
