Check out the TRANSPARENCY property.  I believe you have to be running
MapServer 3.7.x for this to kick in.

Hello,

I'm new with MapServer. I would like to display a layer (of polygon
type) translucently on top of other layers. One way I can do it is set
its symbol to a "crosshash" style:

SYMBOL
  NAME 'crosshatch'
  TYPE VECTOR
  POINTS
    0 0
    2 2
  END
END

I know this is not the right way, you can "see thru" this layer, but not
truely "translucent".

Is there other way of doing this (also, if we can set the transparency
level)? Thanks.
