Seems as if you don't have SDE support in your Windows binary, since you 
don't have an entry 'INPUT=SDE' in your MapScript output. I'm not sure 
if there's an MapServer/SDE binary for windows around.

The SDE client libraries can be found on one of the original ESRI SDE cd's.
