Yes. By default the request is sent using the Post Method.  There is a 
layer level metadata called wfs_request_method that can be set to GET if 
you want to use the Get method ("wfs_request_method" "GET").  Note that 
there was an error on the metadata name in the release of 4.2b1 (the 
names used was wms_request_method instead of wfs_request_method). This 
has been fixed in mapserver cvs.
