mapserver 4.2.2 compile problem on redhat as3

The make install then installed the libraries and what not in /usr/local
and not /usr/local/gdal-1.2.1 , so your mapserver flag should be

--with-gdal=/usr/local/bin/gdal-config

Does /usr/local/bin/gdal-config work? If so, what does this report?

/usr/local/bin/gdal-config --libs
