Cannot access WMS clients

One day my applications worked fine. The next they quit. I narrowed the problem down to the WMS layers in the map file e.g.:
LAYER
  NAME onempromo

END
Local layers (shapefiles) displayed fine. However when a WMS layer was selected,  the connection would time out. On the same machine, I can access the WMS layer fine using the URL in IE. 
I believe I've isolated the problem to be a patch to IIS, IE  or some other security update. We run auto updates here and some don't take effect until a reboot. 
I booted my machine the morning that I noticed the problem. To complicate matters, our IT folks just installed a new proxy server. My mapserver is (was) 3.6 running on W2K SP4.
To eliminate the proxy issue, I tried accessing a local WMS layer and had the same problem. I thought I'd update to mapserver 4.2 to see if the problem is fixed there. 
Now I get a return when a WMS layer is enabled. However, the response image is not displayed in the map. The timing of the request leads me to believe that I'm getting a response from the WMS server.
