Cannot access WMS clients

A bit of an update on this problem.
I changed the IIS user and of course the permissions changed so that I had a problem reading the TT fonts.
Now when I do a request I can see that I have a problem connecting to the WMS layers (see below).
The difference in 4.2 and 3.6 must be that 3.6 waits for a connection and 4.2 returns sooner.
Interesting that if I don't get the 'hotels' error - then there is no error message returned for the WMS call!

One day my applications worked fine. The next they quit. I narrowed the problem down to the WMS layers in the map file e.g.:
