I still interested providing access through  IMS Services. I think IMSEmulator
is a good strike from OpenSource to ESRI excluding politics.It grant access to
free other clients as ArcExplorer Java.

IMSEmulator has not been mostly used. IMSEmu mailing list has ONLY 2 messages!
(http://mapserver.refractions.net/pipermail/imsemu-devel),  but I think it is a
good tool.

For this new ESRI strike, could exists a workaround. Looking at PostGIS system
tables, we can connect ESRI projection code with WKT projection text (srid and
srtext fields from spatial_ref_sys table).
Based on client version, we can send proj "id" or proj "string".

Paul Ramsey at Refractions can include this code in next version.
