Hi,

Your layer definition is not correct, you have to use TILEINDEX and
TILEITEM.

Try this
LAYER
        NAME "geotiff_index"
        TILEINDEX "shapes/geotiff_index"
        TILEITEM "Location"
        STATUS DEFAULT
        TYPE RASTER
END
