Hello Bobby,
Normally this is the result of an incomplete installation of mapserver.
Have you copied all of the required dll files (libraries) to the system32
directory of Windows XP?
You can check which dll files are missing if you execute mapserv.exe with
the following parametre.
mapserv.exe -v
Mapserver will complain telling you which dll is missing......
