I do not think you can use the ming.dll as I beleive that this dll is 
specific to PHP wrapper code onto of ming library.

  If you do not build things youself, you can download mapserver 
binaries that has ming support at 
http://www.maptools.org/php_mapscript/index.phtml?page=downloads.html
