Hi,
that's because most of the functionality is now in a dll called libmap.dll
so that all the utilities (mapserv.exe, legend.exe, shp2img.exe etc.)
together are smaller. Frank W. did some changes to this a few weeks ago to
get his OpenEV_FW distribution smaller in download size.
