this generally happens if some libs are not found.<br>

To install a MapServer windows pack extract all .dll files to
c:\windows\system32\ dir<br>
and the MapServer cgi to CGI path of your webserver.<br>

much of the day looking for possible solutions.</font></div>

MapServer Lib path was not showing up under the PATH statement.</font></div>
<div><font face="Arial" size="2">I had placed the PATH statement
under "User variables for Owner" (where other programs had put their
path statements) instead of "System variables." </font></div>

others avoid the headache I had.</font></div>
