Yes, in the map file you have to delete COLOR and define only OUTLINE COLOR
with the RBG parameters for the border of polygon

example
	STYLE
        SYMBOL 0
        OUTLINECOLOR 137 30 160
        SIZE 5
        MINSIZE 1
        MAXSIZE 10
      END
