text/html and application/x-pdf FORMATS and WMS GetLegendGraphic and WMS GetCapabilities

I have entered a couple of bugs related to your e-mail :

  - pdf support for GetLegendGraphic with application/x-pdf (Bug 1028)
  - swf support for GetLegendGraphic with application/x-shockwave-flash
(Bug 1029)
  - limits for GetLegendGraphic with RULE for GD outputformat only (Bug
1030)

  I am not sure if these will be adressed for the 4.4 release since the
most widly use format for WMS are GD type formats. I guess for now the
only critical thing is to expose supported formats in the capabilities.
There is already a bug in mapserver (bug 455) adressing this issue that
is on the hit list before 4.4 release.
