custom marking of cities

Hi,
I came up with a situation that i must show all county capitals with a
circle and a dot in it and all other cities with a square, I am
tigerline shape files from ESRI website, i am working on php/mapscript
and i have no problem with it. does anybody has any idea about how to
generate these kind of effects.
I also have Arc GIS with me, will that be useful (i just need to
generate images for this particular case).
