html legend order_metadata in [leg_group_html]?

Um... haven't played with that in a while, but if I remember correctly,
the order_metadata is used to reorder the layers globally in the map
before producing the legend. So you can indirectly control the order of
groups by controlling the order of occurence of the layers from each group.

If you only care about group ordering then it should be enough to assign
the same order metadata value to all layers in a given group, i.e. set
it to 1 for all layers in group 1, set to 2 for all layers in group 2, etc.

If the order of layers within groups also matters then you can assign
layer order metadata in the range 100-199 for layers in group 1, 200-299
for layers in group 2, etc.

I hope I'm not misleading you... once again, it was quite a while ago
since I played with that.
