WMS: not checking for required parameters

Hi list,

using mapserver 4.4 beta3, when not specifying width and height in a WMS
request, I get back an image of the SIZE which is specified in the MAP
file (a stretched image with 4.4, in 4.2 a non stretched image).

This is not in accordance with the spec (width and height are required
parameters).
