I'm not aware of any way to automatically reverse the strings in
MapServer... I think it's something that will need to be worked on, I
have entered a bug so that we don't forget:
http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=956

I'm hoping that iconv would have some flags that MapServer could use to
decide if it needs to reverse the strings or not for a given encoding
and we could solve the problem this way... that's just a guess though, I
haven't looked into this yet.
