Using the SHPXY and SCALE params for the CGI version.

How do I construct a URL that uses the above to replace the MAPEXT for
zooming.  I want to sent a XY (in ithe MapServer coordinates) along with
a scale for image output (zoomint to a point)  Are these the correct
parameters to use?
