problem in raster layer

[temiz]

hello
 this:

LAYER
  NAME hey
  DATA hey2.tif
  TYPE RASTER
  STATUS ON
END

gives in error log:
"Premature end of script headers: /var/www/cgi-bin/php"

if I use the same image in png or jpeg format, nothing about raster
layer is seen

how the proble is solved ?
