Routing help!!!

Good day.  I would like to know if your software can be used to
create routing directions (such as mapquest) for a specific
country.  My group are doing a project where we want to integrate
routing, with video and voice capabilities.  We have already set
up the voice and video servers, but the routing system is taking
longer than we have.  We want to do it for a parish in Jamaica
(similar to a city in the US).  Can your mapserver help??
