MINSCALE/MAXSCALE questions, cont'd

Thanks... bigger numbers than I expected. Image size is 700x700; width
is about 450, plus/minus a few (scalebar and markI eyeball)...
Ah! Better. Now if I can resolve the buffer issue so the labels aren't
on top of each other (make e'm sparcer)...
