Upgrading Python Mapscript

yes this is a typo. Also, to use the Windows Python Mapscript, you'll need
to download the "binary" version on
http://hobu.stat.iastate.edu/mapserver/ You need the iconv.dll out of that
zip file as well. I forgot to include it in the distro.
4.4.2 will clean up these issues.
