Abe,

There's no real roadmap to the code.  Your best friends in this
adventure will be "grep" and the #mapserver channel on
irc.freenode.net.  5 developers hang out there regularly, and 3-4
others drop in occaisionally.  We'll be happy to help you start
hacking.
