 FORMATOPTION "QUALITY=100" does not make any difference.
 
Should I increase the quality more than 100 ?

I guess I still don't know what your problem is.  If you're talking about
quality in the sense of having compression artifacts, then you can add
something like FORMATOPTION "QUALITY=100" in your OUTPUTFORMAT.  Or perhaps
you should be using PNG24 instead of JPEG.   Read through
http://mapserver.gis.umn.edu/doc/mapfile-reference.html#outputformat for
more
output related info.
 
Also read  http://mapserver.gis.umn.edu/doc/raster-howto.html for raster
input
stuff.
