SVG output in real world coords

Jon,

  Part of the code is actually there but commented out since It was not 
tested. I could quickly add it back if your are interested in helping 
with the testing. I have entered a bug on it : 
http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1429.
