Proj Problem

I'm slowly getting further and further along with my new system.  The
latest error is this:

Warning: [MapServer Error]: msProcessProjection(): no options found in
'init' file in

I have an epsg file in /usr/local/share/proj/ and I tried linking it
to the directory where the proj lib lives.  I only did this due to
hints I found on Google.  ... it didn't fix anything.
