Low quality Jpg output

I have a large number of high color aerial photos in
jpg format.  The images display correctly in using a
tile index, but are of very low number of colors when
rendered through mapserver.

mapserv -v gives:
MapServer version 4.4.1 OUTPUT=GIF OUTPUT=PNG
OUTPUT=JPEG OUTPUT=WBMP SUPPORTS=PROJ
SUPPORTS=FREETYPE SUPPORTS=WMS_SERVER SUPPORTS=FASTCGI
INPUT=EPPL7 INPUT=OGR INPUT=GDAL INPUT=SHAPEFILE

Is there anything I can do to display jpgs at a higher
color count?
