How to enable SLD in Mapserver?

This is the url with sld parameter:
http://192.168.3.102/cgi-bin/mapserv?map=/var/www/html/mapserver/service/config.map&version=1.1.1&service=WMS&request=GetMap&srs=EPSG:4326&bbox=-180,-90,180,90&format=image/png&layers=land_shallow_topo_2048,rivers&styles=,&transparent=true&width=500&height=300&sld=http://192.168.3.102/mapserver/sld/rivers.sld

And this is the url without sld:

http://192.168.3.102/cgi-bin/mapserv?map=/var/www/html/mapserver/service/config.map&version=1.1.1&service=WMS&request=GetMap&srs=EPSG:4326&bbox=-180,-90,180,90&format=image/png&layers=land_shallow_topo_2048,rivers&styles=,&transparent=true&width=500&height=300


I got exactly a same image from these two url....
