history of web maps???

There is some historical MapServer information, including early 
papers, at <http://fornet.gis.umn.edu/>. You'll find there that 
this initial project was funded by NASA in 1994. MapServer has 
been/is being used by many NASA funded projects; that's about the 
best that can be said in that regard.
