Okay, dependency walker is missing the APPHELP.dll, but as i read somewhere
this dll is only for WindowsXP .
The running of mapserver.exe -v is returning:
C:\PHP\extension>mapserv.exe -v
MapServer version 4.8.1 OUTPUT=GIF OUTPUT=PNG OUTPUT=JPEG OUTPUT=WBMP
OUTPUT=PDF
 OUTPUT=SWF OUTPUT=SVG SUPPORTS=PROJ SUPPORTS=FREETYPE SUPPORTS=WMS_SERVER
SUPPO
RTS=WMS_CLIENT SUPPORTS=WFS_SERVER SUPPORTS=WFS_CLIENT SUPPORTS=WCS_SERVER
INPUT
=JPEG INPUT=POSTGIS INPUT=OGR INPUT=GDAL INPUT=SHAPEFILE DEBUG=MSDEBUG

I also set the extension dir to a absolut value:
extension_dir = "c:\php\"
now he gives back the same warning:
Unknown(): Unable to load dynamic library 'C:\php\php_mapscript_48.dll' -
The specified procedure could not be found.
