install mapserver-4.8.3

hi Murat
My problem it is:
I execute the following one

$ ./configure --prefix=/usr/local/mapserver
--with-ogr=/usr/local/gdal/bin/gdal-config
--with-gdal=/usr/local/gdal/bin/gdal-config --with-apache=/usr/local/apache2
--with-httpd=/usr/local/apache2/bin --with-wfsclient --with-wmsclient
--enable-debug --with-curl-config=/usr/bin/curl-config
--with-proj=/usr/local/proj4 --with-tiff=/usr/local/tiff
--with-gd=/usr/local/ --with-jpeg=/usr/lib
--with-freetype=/usr/local/freetype2/bin/freetype-config
--with-postgis=/var/lib/pgsql/bin/pg_config

and it reports the following error to me

configure: error: Could not find gd.h or libgd.a/libgd.so in /usr/local/.
 Make sure GD 2.0.16 or higher is compiled before calling configure. You may
als
o get this error if you didn't specify the appropriate location for one of
GD's
dependencies (freetype, libpng, libjpeg or libiconv).

please a solution idea
