Hi Antonio,
Did you get a definitive answer on this? I am about to build a new server and
have been looking through the mailing list and various doco to see if
the improvements to threading makes it OK to use PHP as a module.
The setup section from the PHP Mapscript howto (late 2005) implies that CGI
is only required for Windows installs, but the FAQ at the end says CGI is a must:

These bugzilla entries suggests that DSOs are OK from 4.6.1 onwards

Subject: [UMN_MAPSERVER-USERS] Mapscript with php as apache module
Hi all. I've been looking in the mailing list and reading the documentation, but it is not clear to me, if there still exist problems when using php-mascript with php built as an apache module. Does anyone have a clear idea about this?
Thanks very much,
Antonio
