Hi Paul

the software costs depend on where you sit in the world. list price in
other areas is at least double of what was mentioned ... one thing to
think about in your cost comparision: if the client has ArcGIS and loads
of MXD he wants to publish, ArcIMS might be "cheaper", as there is no
work at all involved except to create the Services. Going from mxd to
MapServer involves quite a bit of work (the tools currently available
are not that straight forward, especially if you have complex
symbology). If the client has ArcView 3.x and loads projects and Shapes,
MapServer is probably the easier way.
