Krishna,
Use the OFFSITE keyword within your layer. Use the value "0 0 0" (if
it's really black) and watch that black line disappear. If it's not
really black but some other shade, open the image generated by MapServer
in an image editor and get the RGB value for that "solid black line".
Use this value in your OFFSITE parameter.
