WMS 1.3.0 in MapServer?

I recently had a client who 'needed' a 1.3.0 WMS server solution. Turns 
out they didn't actually 'need' any of the new facilities and could 
settle for 1.1.1. At the time (~2 months ago?), I couldn't actually find 
*any* servers that were supporting it. My guess is the client just found 
out what the latest version # was and said "that's what we need to go 
with". :(
