Shptree and tile4ms utilities

Hi list,

I have a couple shp files (poly and line) that are very large and I
understand that I should use shptree and tile4ms to improve the
performance of my mapserver application. I've read various posts and
docs describing these utilities (i.e.
http://mapserver.gis.umn.edu/docs/reference/utilityreference), but I'm
still not clear as to how/where to access these tools/commands(?). I'd
appreciate any clear information describing how this is done. (Please
forgive my naivety).
