500 internal server error

Hii all,
   
  While running Mapserver on our localhost , as : http://localhost/cgi-bin/mapserv  it gives the "500 internal server error" .
  The server encountered an internal error or misconfiguration and was unable to complete your request.
  Please contact the server administrator, root at localhost and inform them of the time the error occurred, and anything you might have done that may have caused the error.
  More information about this error may be available in the server error log.
   
  We are working on root . On checking the error log the following messages were retrieved : 
   
  [Sun Mar 12 23:27:12 2006] [error] [client 127.0.0.1] (13)Permission denied: exec of '/var/www/cgi-bin/mapserv' failed
  [Sun Mar 12 23:27:12 2006] [error] [client 127.0.0.1] Premature end of script headers: mapserv
  [Sun Mar 12 23:27:12 2006] [error] [client 127.0.0.1] File does not exist: /var/www/html/favicon.ico
   
  However using the Php/Mapscript API we are able to display the images .
   
  Could someone please help us
