php error with ogr odbc

I'm on Windows 2003 Server. The Mapserver version is 4.9, a custom build
from DM Solutions with ArcSDE support and the new contains query option.
GDAL is 1.3.1, this is the only version of the dll in the Windows System32
folder. I also installed fwtools so I could run ogrinfo, this is using its
own version of gdal in the fwtools bin folder, but I don't think this would
interfere with what mapserver/mapscript is using.
