BIDI support

Hi,

I have prepared a patch which allows mapserver to correctly draw
labels for right-to-left languages. It uses the fribidi library to
reorder the letters.

It still needs some work, but I'd like to know if there's interest to
merge it and what is the procedure for doing so.
