Hola Lucero,

 

Nosotros podríamos colaborarte si eres mas especifica en lo que deseas realizar, pues con lo que explicas en esas pocas líneas parece ser que solo deseas realizar un mapa temático de ciudades clasificadas por algún atributo específico y con un color asignado... y listo. Y no una aplicación completa con Mapserver.

 

Si es solo el mapa tienes muchos SIG donde los podrías realizar sin utilizar tanto código.

 

Espero sea algo claro y pueda resolver tus inquietudes en español o ingles como desees.
