epsg updated database

I have imagery in a polar stereographic projection. However,
the latitude of standard parallel is 71 degrees, not 90 degrees.
I noticed that epsg code 3031 defines the projection used
for the imagery. This code exist in the epsg database but not
in the proj-4.4.9 distribution. Are there any plans to update
the epsg code file the proj-4 distribution? And, if so, will
mapserver support the projection?
