SLD and ExternalGraphic formats

The server was upgraded to 4.8.1 and this behaviour still occurs (see test cases below).  Any suggestions?

			Sorry about that.  Wrong server I'm testing.  The server in question is using 4.6.1, so I'll wait for an upgrade from them.
