temp file names not unique

Hi Frank,

apparently the php code does not use the tmp file name functions from 
maputil.c, at least that is what I could make up out of the following 
bug report:

which was the one I was looking for earlier on.

It is hard to make a testcase for this kind of behaviour. If someone is 
able to make a patch, I would be happy to test it in our environment 
ofcourse.
