Raster tiling not working

I have as series of georeferenced TIF files in the path
d:/wwwroot/shapefiles/rasters.  Using gdaltindex I produced an index file in
the same directory as the rasters.  I then created a layer in the mapfile
like so:

LAYER
  NAME "TacomaArea"
  STATUS default
  
 TILEINDEX " d:/wwwroot/shapefiles/rasters/tacoma_index.shp"
  TILEITEM "Location"
  TYPE RASTER
END

The map serves up fine but the rasters are never displayed.  Any ideas would
be greatly appreciated.
