labelling please help

I have put the following in my map file

  LABELANGLEITEM "0"
  LABELCACHE ON
  LABELITEM "id"
  LABELREQUIRES "true"
  LABELMAXSCALE  10014
  LABELMINSCALE  10014
  LABELSIZEITEM  "5"

But still i dont see any labels

please help !!
