Try this :
OUTPUTFORMAT
   NAME PNG24
   DRIVER "GDAL/PNG"
   MIMETYPE "image/png"
   IMAGEMODE RGBA
   EXTENSION "png"
   FORMATOPTION "INTERLACE=OFF"
   TRANSPARENT OFF
END

Mpaserver and so php_mapscript use Gdal to manage raster. If your gdal 
librairy support MrSID, so you can use it in mapserver .Check it by the 
command :
gdalinfo --formats
