MINSCALE - MAXSCALE - CLASS OBJ CLARIFICATION

Mapserver scale terminology is currently the opposite of
what a one would expect if one is familiar with map terminology:

MINSCALE = MINSCALE_DENOMINATOR
MAXSCALE = MAXSCALE_DENOMINATOR

I have added a comment on:
http://mapserver.gis.umn.edu/docs/reference/mapfile/layer

I am hoping that this can be fixed in version 5.
