SIZE in percentages?

Yes, the symbol scale is a reference scale. Scale (denominator) was chosen 
to link size to because that was something GIS folks would relate to. Output
resolution and scale computations are joined at the hip. Change resolution
and you affect scale and hence sizes. That's not as direct as your idea but
then again folks don't change resolution much, as opposed to scale changes
from zooming in/out.

Applying resolution changes to MIN/MAXSIZE  or MIN/MAXWIDTH values might
make some sense though. Those values are currently unaffected.
